Position Description
The Band Manager is responsible for leading the planning, organization, implementation and evaluation of the overall management of all day-to-day operations of Chawathil First Nation. Reporting to Chief and Council, the position leads the senior management team to ensure successful service delivery within the framework of the Chawathil’s Financial Administration Law (FAL) and other laws and policies.
Primary Duties and Functions
Oversee, supervise and direct the activities of all officers and employees;
Prepare and recommend to the Council for approval, descriptions of the powers, duties and functions of all employees;
Oversee and administer employee, contractors, vendors, and supplier contracts;
Identify, assess, monitor, and report on organizational risks;
Respectfully engage government entities to improve services and delivery to Chawathil membership and clients;
Update and recommend any revision of organization goals, objectives, and strategic direction;
Provide advice on good practices for organizational governance, strategy, and planning;
Develop and recommend strategies, business plans and programs to achieve Chawathil’s vision and mission;
Maintain professional conduct, confidentiality, and ethical standards; and
Other duties as assigned by Council.
Experience, Abilities, Knowledge and Skills
· A minimum of five (5) years of experience in a senior management position, preferably with a First Nation government
· Possesses a broad knowledge of First Nation governance, strategic planning, proposal writing, finance, infrastructure, property taxation, land code, planning and development and capital project management
· Demonstrates an ability to communicate and deal effectively with the public and external entities, to work collaboratively with Chief and Council and staff, and to build partnerships in the community and surrounding areas
· Knowledge of or experience with programs and procedures administered by Indigenous Service Canada
· Understands budgets and funding requirements, government legislations, policies and procedures
· An ability to interpret financial reports, create relevant work plans and corresponding budgets at a high proficient levelDemonstrates an understanding of First Nation issues and in-depth understanding of the community would be an asset. In depth planning and access of government legislation of UNDRIP, TRC, FPIC…
- Excellent verbal and written communication skills
- A strong working knowledge of MS Office Suite software, including Excel, Outlook, Word and PowerPoint
Qualifications
- An undergraduate degree and/or certificate in business, management or related field are preferred
- Must successfully pass a pre-employment criminal record check
- Must possess and maintain a valid Driver’s License (Class 5) and have reliable transportation
- Willing to travel and attend training, as required
Performance Measurements:
- All employees are aware of their organizational roles and responsibilities and are subject to an employee evaluation process
- Demonstrates a clear understanding and adherence to the Financial Administration Law and its associated policies and procedures
- Contracts are entered into in accordance with the processes outlined in policies
- Communications (written and oral) are respectful and easy to understand
- Strategic direction, as outlined in the Comprehensive Community Plan, Strategic Plan and Operational Plan is understood, communicated, and pursued
- Promote professionalism both internally and externally through ethical conduct and respectful behaviour
Job Type: Full-time
Salary: $31,300.00-$124,482.20 per year
