Our Bus Fleet Maintenance office is looking for a Compliance Officer to ensure effective and high-quality subcontracted repair, servicing, and storage of GO Transit buses and non-revenue vehicles by maintenance service delivery partners. Monitors the quality of contracted bus and support fleet vendor repairs in accordance with safety, regulatory, corporate and contractual standards to ensure that contracted maintenance work and collision work is performed in the most cost-efficient manner possible, while maximizing safety, performance and reliability.
What will I be doing?
- Performs quality assurance audits of Contracted Service providers to ensure all safety, regulatory, manufacturing, repair procedures, corporate and contractual standards are met.
- Reviews technical quotes to ensure that it meet industry standards for safety and reliability and authorizes work to be performed
- Reviews and approves vendor proposals for the introduction or application of new repair technologies and the use of substitute parts other than those supplied by the original equipment manufacturer
- Conducts analysis of best practice solutions for rebuild or purchase of components used in the repair of buses.
- Ensures that appropriate corrective action is taken with contracted service providers where applicable, to maintain the availability and reliability of bus equipment to meet Metrolinx’s daily service requirement
- Reviews work orders to ensures work performed was necessary to address the failure and that labour and material charges are appropriate and match quoted repairs and approves invoices for payment on behalf of Metrolinx
- Prepares tender specifications and performs on-site inspections of contractor, during initial phases of vehicle modification and repair programs; monitors program status and provides on-going technical guidance
- Designs test apparatus and methods for field tests of prototype bus modifications and for new product/material qualification as part of vendor approval and tendering process. Performs technical analysis for tenders of new vehicles, products and services
- Performs equipment and invoice audits to ensure the quality of maintenance, servicing and repairs meet established safety, regulatory, corporate and contractual standards while maintaining acceptable levels of expenditures and taking appropriate corrective action
- Investigates emergent design related failures on buses and provides remedies through direct examination of the vehicles and performance records
- Reviews various data and develops pro-active solutions for unusual and endemic problems
- Conducts tests to qualify bus materials and components and investigates and provides solutions to design- related repair or performance problems
- Performs road tests and diagnosis with sophisticated instrumentation as part of investigation of unusual repair problems and design related bus safety/accident issues
- Produces complex technical drawings and work instructions for special repair and retrofit programs
- Participates in the qualification of new repair vendors and in the performance review of existing vendors
- Liaises with contractors on major component rebuilds, performs on-site inspections, oversees warranty administration on new bus procurements
- Liaises with external stakeholders and represents Fleet Maintenance on various government, industry, and technical committees
- Provide guidance to Garage Operations on enhancements to maintenance programs to better provide safe & reliable equipment
- Guides others in the performance of their day-to-day activities without direct supervisory responsibility
- Designs bus modifications and provides direction for installation to individual unionized workers
- Responsible for accident repairs
- Assists with delivery of technical training programs
- Directs vendors in repair requirements to meet safety and regulatory requirements
What Skills and Qualifications Do I Need?
- Completion of a diploma in mechanical/electrical engineering, or a related discipline – or a combination of education, training and experience deemed equivalent
- Minimum six (6) years’ experience in a maintenance environment that incorporated Reliability Centered Maintenance and/or Predictive Maintenance technologies. Has experience with mobile, heavy duty equipment Commercial motor vehicles and experience with overseeing contracted services
- 310T Truck & Coach Technician certification
- Knowledge of the Highway Traffic Act, Canadian Motor Vehicle Safety Standards, Ministry of the Environment and Energy requirements, and general mechanical engineering practices
- Experience with vendor management to coordinate delivery of externally provided products and services and monitor contractor work assignments for adherence to timelines and the achievement of contractor performance objectives outlined in the Agreement terms and conditions
- Experience with monitoring capital budgets for equipment repairs
- Ability to prepare vehicle and material specifications for buses, maintenance materials, and components
- Organizational skills to handle several ongoing projects and projects (e.g. major acquisitions, tests, modifications or retrofits, and specification development)
- Analytical, diagnostic, and problem-solving skills to conduct periodic technical tests and conduct audits, and provide solutions to design-related repairs or performance problems
- Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, etc.) Interpersonal and oral/written/presentation skills to prepare, analyze, and present technical reports
- Working conditions entail exposure to bus fumes, fuel, oil, noise, dirt, and engine heat and weather conditions. Position requires travel to various vendors within the Hamilton Niagara and GTA area and beyond.
