Our Bus Fleet Maintenance Office is seeking a Manager, Bus Fleet Control to manage the non- revenue coordination of bus movement and staging and optimizes the supply of buses for revenue service through the efficient management and coordination of preventative maintenance, repair, bus fleet control, cleaning, and fuelling operations. Has authority over facility operations and is responsible for Facility and Fleet financial budget for Class A maintenance facilities in the assigned region.
What will I be doing?
- Leads bus fleet control team in planning, facilitating and professionally coordinating bus movements both on and off property
- Provides oversight and coordination of the daily operation non-revenue buses at various Bus Services Facilities. Ensures that clean, safe, and compliant buses are positioned and staged for service per the service plan across all facilities, and also ensures that buses are managed so as to maximize bus availability
- Plans, oversees, and coordinates overnight bus cleaning and fueling operations of the assigned fleet at a variety of locations. Accountable for quality control, safety, supervision, continuous improvement of processes and practices, and a constant pursuit of the most efficient and effective approach to cleaning and fuelling
- Plans, oversees and coordinates parking and bus movement for all buses on, or arriving on property in partnership with various stakeholders (vendors, Network Operations Centre, Bus Operations, etc.)
- Using asset management software, supports the execution of the preventative maintenance program for Metrolinx buses, including scheduling, holding, and calling buses for preventative maintenance activities, work order generation, document review and validation, and completion; ensuring 100% compliance with the maintenance plan to ensure the safety and reliability of buses
- Leads the effective utilization of the asset management system to ensure high integrity of data inputted into the system, generation of useful daily and weekly reports on asset use and location, generation of and utilization of historical reports, statistical analysis of vehicle repair costs and performance.
- Responds to deficiencies and any major service disruptions to expedite service recovery and minimize impacts to service
- Responds to emergencies involving GO Transit bus equipment and Class A facilities (e.g., accidents, fires, bomb threats, and spills) and investigates causes to establish new and / or preventative procedures
- Ensures work performed adheres to the requirements of legislation and the Ministry of Transportation
- Reviews and monitors a variety of reports to ensure that the rates of union and non-union absences, injuries and collisions are controlled, and takes corrective action
- Manages the operation and budget, and actively participates in financial oversight of the department.
- Liaises heavily with Bus Facilities and Infrastructure team to ensure that the facility is maintained to an adequate level and logistics are arranged such that fleet maintenance is prioritized
- Identifies and monitors facility risks that might interrupt fleet maintenance and bus servicing, and bus fleet control operation
- Monitors progress to ensure that relevant contracted services program objectives are delivered on time and within budget
- Liaises with other transit operators and transit organizations such as OPTA and CUTA to discuss best practices and resolve issues
- Leads communications and planning meetings with key stakeholders from all business units, ensuring that they address the necessary content, and that they occur at a frequency that enables effective and efficient oversight of Bus Fleet Control activities
- Collaborates with QA in the performance of assurance checks. Ensures there is a feedback loop between QA, Garage Operations, Bus Operations and Bus Fleet Control to ensure buses are safe, reliable; and that both quality and compliance is appropriate and sustainable.
- Liaises closely with Bus Operations to assure the daily availability of sufficient buses to meet service requirements
- Liaises with Bus Planning to ensure that bus availability is optimized for each board period, allowing for adequate maintenance activities, including refurbishments
- Liaises and partners with Bus Operations and NOC
- Establishes and maintains working relationships with community of vendors to ensure cordial and professional relationship and sharing of technical information and resources, where appropriate ensures Vendor Relationship Management program is adequately administered.
- Works closely with Human Resources and Labour Relations units to ensure a consistent approach to engaging and managing a large diverse workforce, and that corporate objectives and initiatives are supported.
- Maintain collaborative relationships within the Business Systems and IT offices
- Participates in negotiations and grievances relating to collective agreements
- Ensures compliance with legislation related to vehicle inspections, facilities, and health and safety
- Research new equipment, products and or materials that are innovative and energy efficient
- Participates in, and frequently leads, Continuous Improvement initiatives to improve the quality and/or efficiency of Bus Fleet Maintenance
- Meets service delivery objectives and manages project and department activities within budgetary limits
- Monitors progress to ensure that program objectives are delivered on time and within budget, and that anticipated business results are achieved

- Conducts long-range workforce planning to ensure optimal supervisory and bus fleet controller coverage, based on current and projected maintenance activity
- Collaborates with the Quality Assurance Officers to determine gaps in skill levels and develops, implements, and maintains training programs
- Manages and directs staff and consultants engaged in project teams (e.g., defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; monitors work assignments for adherence to timelines and the achievement of contractor performance objectives outlined in Agreement terms and conditions; develops and implements action plans to assess and address performance gaps
- Supports the efficient execution of maintenance operations at Metrolinx bus maintenance facilities by:
- Planning, directing, coordinating, and reviewing the work plans for assigned staff
- Managing the inputs to bus fleet maintenance in an efficient, effective, and financially responsible manner, including bus allocation, parking and movement of buses, training, processes and procedures, and the management of vendor contracted services
What Skills and Qualifications Do I Need?
- Completion of a degree in Business Administration, Engineering or a related discipline – or a combination of education, training and experience deemed equivalent. Industrial Engineering an asset.
- Minimum eight (8) years’ progressively senior experience managing and coordinating vehicle (bus) repair, cleaning, and maintenance operations in accordance with quality control standards
- Coach Technician certification 310T an asset
- Knowledge of Human Resources legislation (e.g., Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
- Knowledge of the legal/regulatory requirements relating to bus vehicle maintenance, such as the Highway Traffic Act (HTA) and regulation 199 (Commercial Motor Vehicle Inspections).
- Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (e.g., development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives
- Time management and organizational skills to develop and maintain optimized staff schedules
- Analytical, problem-solving, and planning skills to resolve bus repair, cleaning, bus allocation, bus scheduling, and maintenance issues
- Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, etc.)
- Interpersonal and oral/written/presentation skills to liaise with other transit operators and professional building owners to discuss best practices and resolve issues
