KEY FUNCTION:

Lead the development and implementation of the Pediatric Intensive Care Unit (PICU).


REPORTING:

Under the general direction of the Administrative Director, NEO Kids and Family and Inter-Professional Practice.


DUTIES:

  • Develop admission criteria, practice/charting standards and order sets to ensure that patient care is evidence-based and operating via best practice within HSN’s capacity.
  • Determine needs and utilization of human and material resources required to operate level two (2) PICU beds.
  • Develop, implement, and monitor departmental risk management processes, service excellence initiatives, and Quality-Based Procedures (QBP).
  • Identify educational needs and competencies required for level two (2) PICU staff.
  • Manage human resources which include: recruitment, selection, and training of staff.
  • Develop educational sessions/days and performance standards for recruited staff.
  • Determine and document space, equipment, supply and service requirements; select and purchase equipment and supplies as budgeted/approved.
  • Develop, implement, and approve policies and procedures related to departmental operations to ensure excellent service delivery and administrative standards are followed; review and revise as required.
  • Build PICU mnemonics in Meditech/Expanse and develop custom reports with Decision Support.
  • Identify and implement data indicators to assist in quality improvement initiatives.
  • Ensure excellence in practice and implement methods to monitor and continuously improve practice delivery.
  • Work closely with internal Communications department and NEO Kids Foundation to build community awareness of the PICU beds.
  • Develop annual budgets and assume fiscal accountability of the departmental operation according to approved targets/rolling forecasts.
  • Support funding and grant proposals; analyze, develop and maintain statistical reports, and provide feedback to funding sources as required.
  • Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  • Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  • Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  • Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  • Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  • Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  • Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  • Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  • Represent the department or program on various committees and in meetings as required.
  • Perform other duties as required.

EDUCATION AND TRAINING:

  • Minimum of a four (4) year Bachelor’s Degree with a specialization in a health-related field (e.g. Medical Science), from an accredited university.
  • Master’s Degree or actively pursuing a Master’s in Business or Health Administration is preferred.
  • Current Certificate of Registration in good standing with an applicable regulatory college is required.
  • Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

EXPERIENCE:

  • Minimum of five (5) years’ experience working within a health care environment.
  • Minimum of two (2) years’ working in a leadership/supervisory role and process or performance improvement, preferably in a health care environment.
  • Training or recent experience in policy and procedure development and implementation and report writing is required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Demonstrated superior knowledge and understanding of a variety of groups of stakeholders, both within and outside of the hospital.
  • Demonstrated superior knowledge and understanding of all community-based Children’s Services.
  • Demonstrated time management, project management, organizational, and problem-solving skills.
  • Demonstrated excellent presentation skills.
  • Demonstrated ability to coach, advise and teach others using the principles of adult learning.
  • Demonstrated training, experience or utilization of lean methodology for process improvement.
  • Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
  • Knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
  • Ability to use tact and discretion in dealing with health care providers and employees.
  • Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
  • Demonstrated superior interpersonal and communication skills, both written and verbal.
  • Demonstrated commitment to the safety of co-workers and patients.
