Change Management Advisor – Modern Digital Practice
Total Systems Solutions Consulting Inc. represents an association of independent IMITS Consultants based in British Columbia. We are seeking a 3-person Team of Consultants to work remotely for one of our BC, Ministry client.
SUMMARY OF THE OPPORTUNITY
The Ministry of Transportation and Infrastructure (the “Ministry”) is looking for a Consulting team to align its overall operations to the Province’s Digital Policies and Standards. This will require a substantive shift in how the Ministry operates, and is intended to:
- Build up the Ministry’s leadership team with modern digital leadership practices;
- Establish a leadership practice of psychological safety and other emerging topics;
- Define critical change management priorities as an organization from the Ministry’s roadmap;
- Establish a regular cadence of change management and communications activities within the Information Management Branch (IMB); and
- Complete an organizational design process
The term of the Contract is expected to be for 2 years
Background
The Information Management Branch (IMB), is leading efforts to modernize the way digital services are delivered to the Ministry of Transportation and Infrastructure, seeking alignment with the Ministry’s strategic goals and with the BC government’s guidance for Digital Government (https://digital.gov.bc.ca). Examples of what this change is intended to achieve is improved workplace satisfaction, client satisfaction, user centred design, continuous improvement, transparency, the building of holistic adaptable and scalable solutions, the use of Agile methods based on Agile Manifesto, diversity and inclusion, and the building of products and services for outcomes rather than outputs.
A change roadmap has been developed which sees IMB being re-organized into new, vertical, work units which are largely organized by field of expertise and horizontal Product / Service Teams comprised of members of many or all of the work units who are responsible for delivering value to their clients. This shift will result in new processes, roles, responsibilities, and work patterns for staff and for clients. The Contractor will be instrumental in helping IMB and its leadership team ensure the change is well understood and received by staff and clients, that staff are supported through the change, and that the change is realized and sustained.
The transition roadmap to the new digital operating model addresses work in the following areas:
- Governance and Investments – Addressing policy, funding, and governance issues that prevent the IMB from delivering digital services that meet modern expectations;
- Digital Delivery Modernization - Setting the foundation for the new digital operating model by modernizing outdated systems, reducing duplication, and encouraging modern service design practices;
- Digital Talent – Building a digitally-equipped IMB team capable of delivering modern services and cultivating a diverse, competitive market in the Province’s technology sector; and
- Change Management and Communications – Creating a culture shift and building the organizational enablers required to implement the new digital operating model.
Scope of Services
The consulting services to IMB leadership and staff, as will support the following change management and organizational development activities:
a. Change Management – Advising the Ministry’s IMB to develop strategies and plans to incrementally implement a new digital operating model;
b. Engagement – designing and supporting the implementation of engagement strategies to promote the adoption of the new digital operating model across the Ministry;
c. Organizational Development - Working with the Ministry’s IMB to develop the knowledge, skills, abilities and ways of working needed to evolve their services and processes to support the new digital operating model;
d. Coaching – Coaching leaders in the IMB to support their work to evolve their services and processes to drive the cross-ministry implementation of the new digital operating model;
e. Education – Providing education/training (including the Psychological Safety Course), mentoring and team support for changes to scope and flow of work in the context of DevOps, Product / Service Teams, and the Ministry’s operational needs, and activating both a centre of excellence and community of practice patterns as agreed with the Ministry’s executive, including:
- i. Developing and delivering DevOps training specific to the DevOps Team design to help facilitate the change,
- ii. Supporting individuals who require additional help to understand and develop in their new roles, and
- iii. Working with team leads to develop and design the structure and schedule for informal and formalized learning and skills development (centre of excellence and community of practice or chapters); and
f. Metrics - Developing success metrics for organizational change success and reports on progress; and
g. Strategies – Developing performance management strategies to ensure the new IMB team design principles are upheld and operationalized.
Deliverables
The Contractor will provide the following deliverables as part of the Services:
a. Presentations to Ministry executives and staff;
b. A Psychological Safety Course that:
- i. Is based on one or more existing courses that the Contractor has delivered,
- ii. Includes training on how to approach change in the workplace, how to lead through change, and how to establish a psychologically safe environment,
- iii. Will be edited and updated to align with the Ministry’s specific needs;, and
- iv. Will be delivered at least twice to up to 30 individuals overall;
c. Materials, such as guides, online resources, etc., that will support Ministry staff through change;
d. A Change Sustainability Plan for continuous improvement that includes metrics and follow-up activities to measure progress and adjust implementation as needed; and
e. Follow up documentation after the change strategies begin to be implemented, to ensure the appropriateness of the measures and activities in the Change Sustainability Plan, and to suggest adjustments, if necessary.
Key Personnel
The three (3) Key Personnel will have the following roles for the delivery of Services.
a. Lead Strategist and Leadership Coach, who will oversee and be responsible for the quality of the deliverables provided by the Contractor, who will be Ministry’s main point of contact, and who will advise the IMB on leading the change and ensuring the outcomes support the Ministry’s strategic goals and is in alignment with BC government’s guidance for Digital Government (https://digital.gov.bc.ca);
b. Organizational and Learning Designer, who will be responsible for the development and delivery of training and will support the implementation of the new operating model;
c. Change Management Advisor, who will assist the Ministry in developing and maintaining its change plan and executing communications plans and tasks.
Qualifications and Experience - Change Management Advisor
- Five (3) years experience - Delivering and Writing organizational change plans
- Post Secondary Education
- Relevant Certifications and training related to Change Management and Leadership
- A named Organization (s) or Employer (s) where you Lead a change to modern digital practices;
