The PEI Department of Finance and Treasury Board Secretariat aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. As part of the Enterprise Architecture, Data and Security Services (EADS) Division, this position leads data services section which is responsible for enterprise data governance and structure to enable enterprise business intelligence and analytical analysis services. Data services are the foundation for the smooth operation and functioning of Government IT systems. Every technology system used in core government, crowns and agencies houses and leverages data that requires a solid technical foundation. This section is responsible for 1) Development of Data Architecture 2) Technical Support and 3) Reporting Services for Core Government and Crown Agencies including the Education System and Health PEI.
Duties include:
- Develop a framework for business intelligence delivery models;
- Develop recommendations for changes to the reporting and technical service methodology of government;
- Facilitate the implementation of new tools and technique for business intelligence and data governance;
- Understand the business needs of client departments and translating these requirements into appropriate requirements documents;
- Work in consultation with the Project Management Office to allocate the necessary resources to ensure the timely completion of projects;
- Ensure that all new applications and release or patches are completely tested to ensure that systems operate correctly when they are implemented;
- Coordinate of the use of business intelligence tools and the implementation of a data governance model for Government;
- Establish the necessary technical infrastructure for reporting services;
- Liaise with clients to determine reporting requirements;
- Communicates vision and values of the organization, emphasizing excellence at all levels engaging all staff in the division;
- Other related duties as required.
Minimum Qualifications:
- Must have a university degree in Information Technology or related discipline. Applicants with a degree in another discipline or a diploma may be considered if the education is supplemented by extensive complex management experience in IT related areas;
- Master’s Degree is preferred;
- Demonstrated equivalencies will be considered;
- Extensive experience in information technology at a senior technical and/or management level;
- Knowledge of management principles and practices, the methods and techniques involved in the design and delivery of information technology services;
- Strong leadership and management skills including interpersonal, oral and written communication, strategic thinking, planning, organizational and financial management;
- Applicants must have a good previous work and attendance record and provide a Criminal Records Check prior to beginning employment.
Other Qualifications:
- Analytically minded with strong skills/understanding of data principles;
- A proven ability to work well with others in a team environment;
- A proven ability to develop good working relations with internal/external organizations and agencies;
- Excellent writing skills;
- Good communication, presentation and listening skills;
- Comfortable preparing and making presentations to groups.
