Emergency Medical Care Inc. (EMC) is a wholly-owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. EMC also operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health.

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians every day. We achieve this through more than 1,400 employees, including highly-trained paramedics, nurses, medical communication officers, and support staff.

Reporting to the Human Resources Lead, the Human Resources Advisor provides human resources advice and support, including HR policies, procedures, and practices. The Advisor is responsible for participating in all facets of human resource administration, including recruiting, orientation, performance management, compensation administration, labour relations, and human resources projects.

Responsibilities:

General:
  • Acts as the initial point of contact to assigned client groups for matters concerning day-to-day inquiries, recruitment needs, job evaluation, discipline, labour relations, employee relations absenteeism, workplace harassment and discrimination and escalates complex issues to the HR Lead
  • Responds to external agencies' inquiries and requests, i.e. Human Rights Commission, Labour Board, Service Canada
  • Develops and maintains professional networks, including professional associations, government agencies, industry professionals etc.
  • Works with divisions on project initiatives resulting from feedback from employee surveys
  • Ensures appropriate procedures, policies, forms, laws and other measures are adhered to

Advice to Leaders:
  • Provides consistent advice, assistance, and communication to leaders in matters of HR policies and procedures, Collective agreement interpretation, compensation/benefits, performance management, progressive discipline process, etc.
  • Provides oversight to ensure equitable treatment of all employees, i.e. application of policies, processes and access to education

Recruiting and Staffing:
  • Administers the recruitment process, including job postings, candidate selections, reference checks, orientation and the creation of employment contracts, and temporary staffing
  • Ensures effective recruitment, transfer and hiring methods, position requirements, orientation, policy and procedures, collective agreements and job postings are met accordingly
  • Ensures fair and equitable hiring practices by law and internal Company policies
  • Participates in the interview committees and develops interview assessments and questionnaires

Others:
  • As required, the Advisor will be assigned to special project initiatives as they arise and participate on various committees within the Human Resources department, such as Employee Recognition, Compensation, Performance Management, Staffing, Employee Engagement, etc., as well as participating and chairing several HR Committees

Qualifications:

Education & Experience:
  • Post-secondary education with relevant education in Human Resources (Human Resources major, certificate, or diploma)
  • Minimum three to five years' experience in a progressive Human Resources generalist role, preferably working in a unionized environment
  • Chartered Professional in Human Resources designation is an asset

Knowledge & Skills:
  • Demonstrates integrity and maintains high ethical standards
  • Strong negotiation skills with the ability to influence and guide others
  • Excellent problem solver, consistently exercises good judgment
  • Manage multiple projects with the ability to meet daily departmental expectations
  • Organized and proficient in a fast-paced, rapidly-changing work environment

  • Strong interpersonal and customer service skills
  • MS office proficiency and HRIS experience
