Labour Relations Manager - Hybrid Job at Canadian Nuclear Laboratories
INTRO
Reporting to the Director of Labour Relations, the incumbent will support the Human Resources department and the CNL leadership team by interpreting several collective agreements, Canada Labour Code, CNL policies and standards. The Labour Relations Manager will serve as liaison between employees and employer and use their expertise to help avoid litigations or disputes.
The responsibilities include the participation in collective bargaining process, including acting as Chief Spokesperson, dealing with labour disputes, handling grievances, participating/leading investigations, and participation in various labour committees. The Manager will work closely with the Legal Department to ensure labour timelines are met, Canada Labour Code requirements are addressed including revisions to the Code and assess implications for CNL.
Performs all duties in accordance with established health and safety and regulations/guidelines, policies and procedures (i.e. utilizing personal protective equipment as per safe work procedures). Notifies management or supervisor of all occurrences, injuries, illnesses or safety and health concerns which are likely to harm themselves, their co-workers or any other on the premises in a timely manner and in accordance with established reporting requirements.
DUTIES
- Provide advice and guidance to management as needed during labour relations contract negotiations, including drafting proposals and facilitating meetings with union representatives;
- Assists the Director in developing Labour Relations Strategies that align with business objectives.
- Assists the Director in developing Collective Bargaining Mandates including making recommedations to the Executive;
- Functions as Chief Spokesperson at Negotiations and Leads the Company Bargaining Team;
- As part of a team, participate in collective bargaining procedures, including drafting, reviewing and modifying proposals, verifying legal contract terminology and suggesting additional rules and regulations as necessary;
- Communicate effectively with managers, executives and union representatives daily to create positive working environment, address worker grievances and verify compliance with contractual protocols;
- Analyze current work contracts and human resources policies to determine overall state of employee relations and make innovative changes to improve morale, efficiency and overall performance;
- Help manage labour grievances as needed by investigating circumstances of incident, validity of claims, adherence to contract policies and completion of resolution procedures;
- Coordinate, create and sustain positive employee relations and facilitate effective communications between employees and management;
- Develop and present informational briefings for management to improve understanding of labour relations and promote improved contract and management solutions;
- Assist management during crisis situations to facilitate effective negotiations and resolve issues quickly;
- Provide various reports and statistical data; and
- Maintains confidentiality in all matters.
- Participates and maintains up to date, all safety and training offered through the company;
- Assumes personal responsibility and is accountable for maintaining current skills by attending all training required by the site, viewing assigned videos, reading articles and participating in seminars as required; and
- Shares learned knowledge and skills with peers.
- Supports the HR team;
- Identifying and reporting any real or potential safety hazards; wearing all safety equipment related to your position as well as participating in all safety-training offered through the facility;
- Adheres to Workplace Safety and health procedures keeping current with practices; working in a prudent and safe manner and informing other employees if they are using unsafe work practices or equipment; and
- Performs other duties as assigned.
QUALIFICATIONS
Education
- Bachelor’s degree, preferably in labour relations or related field; and
- Professional training in labour law or collective bargaining, preferred.
Experience
- 7+-year progressive experience in labour relations including collective bargaining, conducting investigations conflict resolution;
- Experience working in a multi union environment;
- Experience in preparing and presenting LR positions and arguments during union and management meetings, at arbitration and at the bargaining table; and
- Experience in energy field, an asset.

- Ability to analyze complex information and ask probing questions to make recommendations/decisions that consider a longer-term view;

- Excellent interpersonal communication skills and proven ability to maintain successful working relations at all levels within the organization and with external stakeholders;
- Highly motivated and able to work with minimal supervision; and
- Able to work extended hours and off normal work shifts to support project needs.
Location of Work
- Hybrid (Category B - Remote, but require regular or frequent attendance on-site)This role is based out of CNL’s Chalk River site, however, subject to the terms of this agreement, the primary work location will be remote. The role will require some regular and frequent attendance at the Chalk River site. The schedule and frequency will be determined by discussions with the manager as well as internal client and project needs. CNL may require travel from time to time, as necessary.
