Our Facilities Station Facilities Asset Management Office is looking for a Manager to focus on supporting State-of-Good Repair/ Asset lifecycle management strategies for GO Stations and Facilities, as well as overseeing and having the prime accountability for the development and maintenance of the GO Station Facilities Asset Management Plan. In this role, the successful candidate will liaise closely with external as well as internal state-of-good repair and maintenance personnel.
The Manager will also be accountable for developing and maintaining technical performance requirements, standards, and operation procedures related to the State of Good Repair and Asset Management of GO stations and facilities. The successful candidate will also develop work plans and monitor the work and progress of specialized subject matter experts who will deliver site-specific projects or multi-location campaigns that may include: engineering studies, asset condition assessments, as well as detailed state of good repair project plans and detailed cost estimates.
- Serves as the expert for the GO Facilities asset lifecycle management discipline assigned area of responsibility and provides oversight and direction to staff, contract, and project teams, including defining team member roles, responsibilities, and expectations.
- Responsible for and, manages the development of asset management plan and requirements, and acceptance criteria for the area of responsibility in close collaboration with other agency divisions, commercial and delivery teams, external industry stakeholders and regulators and supports, or as directed, leads compliance assurance and auditing initiatives, of agency performed and outsourced contracts throughout the asset lifecycle and under various contractual arrangements.
- Supports the development and implementation of asset information requirements and classifications for the asset lifecycle management functions, and the receival, entry, retrieval and storage of all asset class discipline documents and data to assigned AIS (Asset Information Systems) and document storage facilities.
- Responsible for and, manages the review, approval or rejection, of deviations to asset management and maintenance standards and requirements, including providing approvals within the designated authority and, ensures compliance with agency processes for deviations to the requisite standards, and risk management controls.
- Supports and informs GO asset class stakeholders performing risk based assurance and compliance audits and the development of corrective actions necessary to direct, support and inform the compliance verification effort controlled and managed by Capital Projects and/or State-of-Good Repair and/or Maintenance Delivery Groups during design, construction, handover, and operations.
- Responsible for whole-life cost modeling development and analysis to realize long-term sustainability of the agency asset base working with other business units to translate asset strategies into the whole life cost model including annual or interim updates to the whole life cost model in line with new and improved data (e.g. asset inventory, cost, condition, etc.) as data becomes available including improvements to the models based on industry-wide advancements, and advancements within the agencies business units (e.g. improvement in type of asset data collected).
- Responsible for the process for structured and systematic control of changes to the approved and funded baseline Asset Management plan(s) for OPEX and/or CAPEX including development of business plans for the asset class base maintenance, renewal, or replacement of agency retained assets and for outsourced contracts.
- Supports as lead asset lifecycle management SME representative the development of scope, procurement of professional services, physical works, and maintenance contracts for agency retained assets and SOGR Portfolio, including supporting commercial and delivery teams during in market activities, responses to RFI’s and review of contract submittals by asset RT-EAM divisions.
- Completion of a degree in Engineering or Engineering Management or Business or a combination of education, training and experience deemed equivalent.
- Minimum eight (8) years’ experience in asset management, or related fields, or a combination of planning, design, build, operations, and maintenance of comparable transit systems in a comparable role.
- Certificate in Asset Management, P.Eng. designation or C.E.T. certification will be an asset.
- Knowledgeable in vendor management to be able to manage development and delivery of externally provided products and services (e.g. negotiate contracts, interpret, compile, and administer contracts and memoranda of understanding (MOUs)
- Proficient in change and risk management and assessment initiatives to be able to support the team and make timely decisions to manage cost, schedule and reputational risk and address issues.
- Proficient in progressive validation and compliance assurance for CAPEX and OPEX budget development and business process authorizations (Project Gateways).
- Knowledgeable in the development of performance metrics and provide recommendations for requirements and specifications that will be incorporated into third party service agreements and the use of analysis results.
- Proficient in whole-life cost modeling processes and methods and able to support the translation of asset strategies into planned actions to achieve levels of service objectives and requirements.
- Proficient in and able to deploy, asset class whole life cost model outputs, content, and compliance review of annual asset management plans from external contracted parties where Metrolinx has outsourced asset management responsibilities.
- Knowledgeable in, and able to deploy, the development, implementation, and continual improvement of a comprehensive asset reporting systems to meet the agency objectives and levels of service. Including the development and implementation of dashboards to trend key performance indicators; and reports to meet the needs of business units internal to the agency and the reporting requirements from the Ministry of Infrastructure.
- Proficient in and able to deploy, review of revised annual asset management plan based on the output from the whole life cost model resulting from alignment of asset investment plans and interventions to Asset Management and corporate objectives for the asset class or Metrolinx asset base.
