R.J. Burnside & Associates Limited (Burnside) is currently seeking a Municipal Engineer to join our Municipal Team at our Guelph office. The Municipal Team has a significant opportunity for continued growth, within the GTA and beyond, and is seeking staff to facilitate this growth.

The team focuses largely on assisting municipal clients who do not have engineering departments to review development applications and plans. The team determines the needs for future capital projects and completes detailed design projects for municipal infrastructure.

Role Specifics

This position will work with a team of Engineers and Technologists to carry out the following tasks:


  • Review proposed development applications and designs, on behalf of municipal clients, reviewing for compliance with municipal design standards, guidelines, and civil engineering standards;
  • Act as a liaison between municipal clients and developers;
  • Coordinate and/or facilitate plan review meetings with developers, private engineers, municipal engineers, and staff to discuss reviews, design standard requirements, and other applicable standards;
  • Prepare Subdivision Agreements and Engineering Design Standards;
  • Review and respond to concerns from the general public regarding development issues;
  • Coordinate construction inspections checking for conformity to approved design drawings;
  • Occasional participation in field reviews and construction inspection in support of regular inspection team members;
  • Prepare and present reports to municipal staff;
  • Work in a facilitative manner with all individuals and organizations during all stages of the pre-application, permitting, and construction stages of development projects;
  • Review capacity of existing infrastructure and complete planning requirements for future municipal projects through Municipal Class Environmental Assessments;
  • Assist in detailed design projects for roads or other infrastructure such as watermains, sanitary sewers, or storm sewers and
  • Other duties as assigned.

Professional Knowledge, Skills & Qualifications

Required Qualifications, Experience & Skills:

  • Degree in Civil Engineering or Diploma Civil Engineering Technology;
  • 2 - 5 years of engineering experience in land development design and review;
  • Strong verbal and written communication skills;
  • Understanding of the development process, municipal and provincial approval process, and all other relevant regulations and standards.
  • A valid Ontario driver’s license and access to a vehicle

  • Subdivision and Site Plan construction.
  • Stormwater management design and modelling.
  • Sanitary sewer system modelling /design.
  • Water distribution modeling.
