The Opportunity:
The Rural Development Network is seeking a Research and Policy Analyst to work with our project team for Shelter Pulse: Centralized Database for Trauma-Informed Policies and Practices for Canadian Women's Shelters, in partnership with the Mountain Rose Women’s Shelter Association. This is a full-time position ending March 31, 2024. This project aims to build the capacity of women’s shelters through an online platform that helps organizations better implement standardized violence and trauma-informed practices and policies across Canada. This position will also support policy development and research on a joint project in Ulukhatok, NT to create Inuit-centered policies for the community’s first violence against women’s shelter.
Location:
We will consider applicants located anywhere in Canada who are willing and able to work remotely. RDN’s office is located in Edmonton, Alberta for candidates who prefer to work in person. Please indicate in your cover letter where you are located.
Starting Salary Range: The starting salary range is between $50,470-$54,000 /year based on a 35 hour work week. Salary will vary depending on the candidates’ experience and qualifications.
Additional Benefits:
- Eligibility for health benefits after 3 months of employment, RRSP matching after 1 year of employment, annual vacation and sick leave.
- RDN has a 35 hour work week. Staff have the option of working compressed work weeks, taking every second Friday off rather than working shorter days.
- Flexible hours (daily start/end times), within RDN’s core hours.

Anticipated Start Date: This position will begin as soon as an acceptable candidate has been chosen.
Responsibilities:
- Build strong relationships with Violence Against Women (VAW) Shelters, Subject Matter Experts, and other relevant stakeholders. This includes: organizing face-to-face/virtual meetings, drafting resources and materials, and presentations.
- Participate in shelter partner engagement activities.
- Assist in maintaining partnerships and relations as needed.
- Support the Project Manager’s policy needs.
- Prepare policy briefs and position statements on a variety of topics relating to VAW shelters.
- Conduct desk-based research on a variety of topics relating to VAW shelters.
- Build a strong working relationship with the entire project team.
Preferred Experience and Competencies:
- Research experience, including proposal writing, and report writing.
- Highly effective communication and interpersonal skills.
- Cultural competency with a variety of people in diverse settings.
- Problem solving and decision-making skills.
- Strong writing skills.
- A combination of analytical ability and inductive skills.
- Ability to maintain confidentiality of sensitive information.
- Experience with women’s shelters is strongly desired.
- Experience with policy and legislation is strongly desired.
Education:
- The ideal candidate would have an undergraduate degree in Social Sciences Women and gender studies, public policy, political science, Indigenous studies, social work, community development, and/or public health.

The Shelter Pulse Project:
This project aims to equalize the level of care for women escaping domestic violence by creating a database of the most current, research-based, trauma-informed policies and practices. This online tool will assist VAW and second-stage shelters to standardize their practices to ensure that women and children across the country have access to comparable levels of services even when they’re in smaller communities.
The Shelter Pulse database will be a free, easy-to-use, up-to-date resource to resolve these issues. Pooling resources to create a consistent framework for policy development and service delivery will also save time and money for shelters, eliminate duplication of work, and create a standard for all rural Canadian shelters.
