Undergraduate degree in a relevant discipline. Master’s degree preferred. Minimum of eight years of related experience, or the equivalent combination of education and experience.

Job Summary
The University of British Columbia (UBC) is a research-intensive university with an annual research budget approaching $800 million. The Office of the Vice President Research & Innovation (VPRI) oversees elements of UBC's research infrastructure, several research support services, and teams that help scholars and researchers translate their work into social and economic impact.
Canadian universities are working with the Government of Canada to safeguard Canada’s research. Research security refers to the ability to identify possible risks to research and scholarship through unwanted access, interference, or theft and the measures that minimize these risks and protect the inputs, processes, and products that are part of scientific research and discovery.
The Senior Manager, Research Security is responsible for establishing and leading a program that will:
a) monitor risks to research programs arising from unwanted access to, potential interference with or theft of research data, and loss of intellectual property;
b) raise awareness among, and educate scholars, researchers and their teams about these risks, and tactics to avoid or minimize their impact;
c) ensure institutional awareness of the evolving risk environment as it pertains to research security, and the regulatory and policy frameworks within which risks to research security are being considered; and
d) liaise with appropriate government agencies.
The Senior Manager will advise the Vice-President Research & Innovation and other University leaders on existing and emerging risks and threats to the research and innovation ecosystems at the University. They will be looked to as the University’s expert on relevant laws, regulations, policies and practices arising from Canadian governments, research funding agencies, and the University sector in Canada and internationally.

Work Performed

Leads the University’s activity to establish guiding principles, strategy, and best practices with regards to research security. This will initially involve forming a small team that will be responsible for education and awareness-raising and supporting researchers to complete risk-assessments.

Leads development of risk-mitigation strategies and tactics which may include educational programming, new procedures, and consultation with the academic community;

Ensures effective information sharing and liaison with the Offices of Research Services and Research Ethics, the University-Industry Liaison Office, Research Finance, and other units within the VPRI portfolio.

Establishes a resource library and other internal communication channels to disseminate information on best practices and evolving regulations and standards, that the University community can use to minimize risks and improve success in funding applications;

Regularly monitors general- and sector-specific media in Canada and internationally to identify emerging threats, government policy positions, and sector best practices;

Serves as a trusted advisor for academic departments and the University administration on matters of research security;

Is the University’s expert on interpretation of relevant policy and regulation as they pertain to security components of funding applications, completion of project risk-assessments, and development of local procedures and workflows;

Chair’s a UBC Research Security Working Group which will include representatives from Safety & Risk Services, the Office of the Chief Information Security Officer, Media Relations, and others.

Regularly liaises with security agencies, Canadian universities, and others to identify and assess threats to the security of research, scholarship and innovation at the University;

Serves as the Designated Official for UBC’s participation in Canada’s Controlled Goods Program. This includes responsibilities for maintaining the Program, including creation and implementation of relevant policies that ensure compliance.

Develops a staffing model for the Research Security team, and leads staff recruitment.

Exercises judgement and initiative in handling matters of non-routine nature requiring the interpretation of University, Faculty, and funding agency guidelines, procedures, and policies. Expected to exercise judgement in establishing priorities and carrying tasks through to completion in a timely manner. Reviews working procedures and implements changes, where deemed appropriate.

Experience with provincial and national granting agencies, including active involvement in the development of large research funding applications would be preferred.
