You will be part of a 10-12-member team that works closely with the customer and other Serco teams to deliver services supporting the customers’ needs. Natasha McLean is the Vice President for this Business Unit and leads this team that supports Employment Transformation Services, Driver Education Services and military units in Goose Bay and Moose Jaw.

In this role you will:

  • Negotiates complex commercial and Canadian government agreements, as well as consortium, joint venture, non-disclosure, and teaming agreements
  • Pre-award: Performs detailed reviews and risk analyses on RFPs and contractual language supporting bid/proposal preparation and management, such as review, development, and identification of appropriate contracting model and/or terms and conditions, leading contract negotiations and providing other support and guidance, as required, to the proposal team
  • Post-award: Reviews and manages contractual obligations of the company to ensure that all terms and conditions are met, working with different contract types (FFP, T&M, Cost Plus and hybrids), modifying contracts and providing other support and guidance for the full life cycle of the contract, as required to the operations team
  • Acts as the primary contact between the project team and/or business unit and internal stakeholders, to include Contracts, Legal, Business Development, Operations, Finance and Tax, ensuring that the issues associated with these stakeholders are addressed efficiently and promptly
  • Maintains contractual records and documentation such as workflow of all contract modifications and correspondence, contract status, compliance, customer/partner contact information, status reports and other documents
  • Analyzes significant, and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with SACC, current and new laws and regulations, and corporate policies and business unit procedure and communicates results to subordinates
  • Performs other Canadian-specific contractual responsibilities as assigned
Qualifications:

To be successful in this role you will have:

  • Degree from accredited university in the US or Canada or years of experience in lieu of degree. A law degree preferred.
  • Minimum of 10-15 years of experience in senior contracts roles or related field with experience supporting large contract opportunities/bids and negotiations ($75M+)
  • Experience with Standard Acquisition Clauses and Conditions (SACC) Manual, general Department of National Defense (DND), Public Services Procurement Canada (PSPC) Supply Manual procurement processes or Provincial equivalents, including an understanding of Government of Canada General Condition – Services
  • Hands on experience and working knowledge of the Industrial and Technological Benefits / Value Proposition (ITB/VP) and banking credits process
  • Ability to obtain and maintain a security clearance with the Government of Canada at Level I and higher
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, written and oral communications skills, analytic skills, teamwork, initiative/self-management, accountability, flexibility/adaptability, planning, sound business judgment, and ability to resolve and negotiate complex contracts issues
  • Computer literacy utilizing MS Office software applications, including proficiency in word processing, spreadsheet access, and presentation applications
Desired:
  • 3+ years of prior experience in the practice of law in Canada
  • Bi-lingual (English and French) ability
  • Certification in contracting or procurement
  • Flexibility for occasional travel within Canada and the US
