Reporting to the Manager, Sport Services, the Project Manager will take a leadership role in researching, consulting, developing and preparing reports on industry best practices.

The Project Manager will be required to work closely with staff, management and community stakeholders to ensure that the sport services related to events and food services meet the needs of the City and the community.

Assists in building and establishing a sustainable long long-term strategy for food services in the Recreation Division. This includes the arena concessions, golf courses, seniors centres and vending.

Assists in establishing strategies to improve effectiveness and efficiencies in delivering services to meet divisional goals and objectives.

Assists in developing processes to guide food services for sport events, tournaments and other Recreation type events.

Assist the Manager, Sport Services with managing the delivery of efficient and effective food services and sport events in the Recreation Division ensuring quality, accountability, exceptional customer service, within safe and well-presented environments.

Arranges the training and education of staff as required.

GENERAL DUTIES (including, but not limited to)

The Project Manager will have excellent writing skills and will take leadership role to ensure completion of reports, business cases and presentations to various stakeholders, which are concise, geared towards innovation with focus on meeting the continual changing needs of the community.

Manages projects in a variety of staff resource configurations ranging from individual work to cross-departmental teams, providing leadership, guidance, technical competence, innovative problem-solving and effectiveness in all such settings.

The Project Manager will use a “best practices” approach in seeking new methods, systems, research and analysis to support ongoing continuous improvement in the delivery of services and monitor the budget for projects in accordance with established Corporate procedures, ensuring that project expenditures are within budgeted levels.

Maintain professional competence in the discipline of project management, including responsibility for the overall development and implementation of assigned projects, the Project Manager will:
  • identify all project tasks
  • develop a project schedule
  • create milestones and budgets
  • research best practices
  • estimate costs
  • public engagement
  • draft project charter scope and deliverables
  • identify Project resources and skills requirement
  • report to Management and Council
  • determine allocation of financial resources to project tasks
  • obtain final approval
  • implementation and training

Supervise staff and provide the appropriate support for food service provision within Recreation facilities.

Prepare, issue and evaluate specifications for tenders for goods and services, to maximize return and improve efficiencies related sport operations.

Monitor, review, assess and liaise with contracted food service suppliers to ensure contract compliance.

Perform other duties as assigned, which are directly related to the normal functions of the job as defined.

QUALIFICATIONS

1. Preference given to those who have demonstrated competence in project management with a proven track record in managing a time sensitive project, normally acquired through a degree in business, or public administration, or related experience or discipline pertinent to the job functions combined with project management experience.

2. Understanding of Occupational Health & Safety Act, Health Protection and Promotion Act, Provincial Food Premises Regulations, City By-Laws, Ontario Fire Marshall’s Regulations, Liquor Licence Laws, Server Intervention Programs.

3. Demonstrated ability to effectively oversee a large multi-disciplinary staff in a result-oriented environment.

4. Progressive experience in the golf course, food services and sport related special events.

5. Superior understanding of the provincial sport sector and local trends associated with sport.

6. Possesses a demonstrated record of strong leadership and guidance, technical competence, customer focus, team advocacy, staff delegation and empowerment and be committed to results.

7. Previous experience in the delivery of efficient and effective food service operations.

8. Proficiency in delivering large scale sport special events.

9. Knowledge of automated inventory systems, costing systems, money handling procedures and accountability.

10. Excellent leadership, communication, presentation and interpersonal skills in order to co-ordinate, supervise and support staff, contracts and contracted partners.

11. Knowledge and understanding of continuous improvement methodologies. Lean Sigma Green belt considered and asset.

12. Proven organizational skills and the ability to work with very tight deadlines and competing priorities. Must have above average analytical and problem-solving skills.

13. Ability to balance a number of projects simultaneously and to meet deadlines is essential.

14. Excellent written and verbal communication skills, facilitation skills and presentation skills, a team leader and mentor possessing highly developed negotiation and conflict resolution skills.

15. Progressive experience in project management including strong project management and organizational analytical, statistical, research, trend analysis and forecasting skills.

16. Must possess thorough knowledge of the current suite of Microsoft productivity tools, including PowerPoint, Excel and Word. Microsoft Project and web-based applications an asset.

17. Must possess a Class “G” Driver’s License with provisions of a vehicle for use on the job.

THIS POSITION REQUIRES A VALID CLASS "G" DRIVER'S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.
