How you will contribute as part of the TRCA team:
The Senior Engineer, Flood Risk Management oversees TRCA’s Flood Infrastructure Mitigation Planning and Implementation programs and will provide extensive engineering expertise and experience in flood modelling and management. The role involves managing and leading the complement of full-time technical staff, to deliver a suite of programs to reduce risk to life and property due to flooding. This position also fulfills the on-call role of Chief Flood Duty Officer as part of TRCA’s Flood Forecasting and Warning Program.

Major Responsibilities:
- Leads the development of structural flood mitigation and remedial work planning and implementation including undertaking flood remediation and mitigation Feasibility Studies, Environmental Assessments (EA), and Detailed Design.
- Provides project management and technical support to external consultants retained to complete flood risk assessments and flood risk reduction projects.
- Completes technical reviews of work submitted by external consultants in support of flood risk assessments and flood risk reduction projects to ensure compliance with TRCA and Ministry of Natural Resources and Forestry (MNRF) standards and guidelines.
- Represent the Authority’s interest as a member of internal/external committees, at public meetings and open houses, and in the review of external agency documents.
- Provides engineering support and project information to TRCA’s municipal partners for municipal engineering projects.
- Prepares communications and reports to senior staff, Authority Board, external clients, and TRCA’s municipal partners and relays results and recommendations from flood risk assessments and flood risk reduction projects.
- Provides technical guidance on watershed plans related to flood hazard and erosion hazards
- Leads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of items.
- Communicates with team members regularly to assess workload and status of activities, amends work and reassigns staff as needed to direct workflow and accommodate for any situational circumstances.
- Act as an on-call Chief Flood Duty Officer as part of TRCA’s Flood Forecasting and Warning Program.
- Performs other duties as assigned or as required with departmental, divisional and/or corporate objectives.
- Minimum completion of post-secondary education Bachelor’s degree in engineering, water resources or related discipline.
- Possess P.Eng, designation.
- Valid Ontario “G” Driver’s Licence in good standing.
- 10 years of experience in engineering practice related to major tasks.
- 5 years of progressive managerial, supervisory or project management experience.
- Project experience applying knowledge of hydrologic modelling, hydraulic modelling, and flood infrastructure design.
- Supervision of technical staff, including leadership, mentorship, and administration (performance and development pan reviews, etc).
- Demonstrated ability to lead and work as part of a team on projects and studies.
- Proven ability to review and synthesize technical information, and disseminate to Senior Staff, TRCA’s municipal partners, external consultants, and the general public.
- Computer literacy using Microsoft Office (Word, Excel, PowerPoint).
- Excellent understanding of hydrologic and hydraulic principles.
- Knowledge of hydrologic/hydraulic computer models, including HEC-RAS, Mike Flood, Visual OTTHYMO, and PCSWMM.
- Knowledge of legislation, policies, procedures, and practices relevant to land use planning, environmental assessment act (provincial, CA, and federal), and water management.
- Excellent technical written and oral communications
- Excellent interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner, including ability to negotiate and maintain professionalism during times of conflict.
- Excellent time management, analytical, and problem-solving skills.
