The Land Title and Survey Authority of British Columbia (LTSA) is a statutory corporation responsible for the operation of BC’s land title and survey systems. As a public body under the Freedom of Information and Protection of Privacy Act (FIPPA), LTSA has specific accountabilities to the public related to access to information and protection of privacy rights of individuals.
The Policy & Legal Services Department within LTSA is responsible for providing legal, program analysis, policy, records and information management services to LTSA and its subsidiaries, including services related to FOI, privacy management, and Ombudsman liaison.

Reporting to the Sr. Legal Counsel & Privacy Officer, the Privacy & Policy Analyst is responsible for implementing LTSA’s Privacy Management Program including managing freedom of information (FOI) requests, supporting the completion of Privacy Impact Statements or Assessments (PIAs), and providing privacy advice to ensure LTSA’s obligations under FIPPA are met. The role is also responsible for overseeing inquiries from the Ombudsperson and providing general policy support to Statutory Decision Makers in the Policy & Legal Services Department. The position interacts with LTSA’s CEO and senior management, exercising considerable discretion and providing advice on sensitive and complex privacy and FOI matters.

What you'll do:
Reporting to the Sr. Legal Counsel & Privacy Officer, the Privacy & Policy Analyst is responsible for implementing LTSA’s Privacy Management Program including managing freedom of information (FOI) requests, supporting the completion of Privacy Impact Statements or Assessments (PIAs), and providing privacy advice to ensure LTSA’s obligations under FIPPA are met. The role is also responsible for overseeing inquiries from the Ombudsperson and providing general policy support to Statutory Decision Makers in the Policy & Legal Services Department. The position interacts with LTSA’s CEO and senior management, exercising considerable discretion and providing advice on sensitive and complex privacy and FOI matters.
Key Responsibilities and Accountabilities:
1. Manages the freedom of information process for LTSA
- Processes and manages all aspects of FOI requests, including those that are complex or involve a large number of records, to ensure compliance with FIPPA.
- Liaises with staff to ensure responsive records are collected.
- Liaises with applicants as needed to clarify requests, verify authorization, and otherwise facilitate the timely processing of requests.
- Completes careful reviews of records to ensure harms and other disclosure considerations are identified, and responses are issued in compliance with FIPPA.
- Prepares fee estimates, notifications to third parties and time extensions, as appropriate.
- Attempts to resolve issues prior to requests for review by the Office of the Information and Privacy Commissioner (OIPC).
- Mediates with the OIPC in requests for review, including preparing review materials for the OIPC.
- Assesses the sensitivity of requested records and keeps the Privacy Officer informed and up-to-date on progress and unusual problems.
- Reviews and advises on PIAs, including for delivery of services and significant IT implementations.
- Maintains a working knowledge of relevant privacy statutes and regulations, including FIPPA and the Personal Information Protection Act (PIPA).
- Keeps up-to-date with current issues in privacy management and informs team members of impacts.
- Maintains strong communications with LTSA staff, including providing advice to all levels of staff on matters of collection, use, retention and disclosure of personal information.
- Conducts privacy audits in accordance with LTSA policies, including reviews of organizational privacy training content to ensure compliance with FIPPA and best privacy practices.
- Investigates reported privacy breaches and provides advice on breach prevention as necessary.
- May provide advice or participate in the drafting of information sharing agreements or other agreements that contain privacy protection provisions.
- Serves as back-up for the Privacy Officer as necessary.
- Maintains a high level of confidentiality and security in all aspects of work.
- Processes and oversees requests for information and resolution of complaints received from the BC Ombudsperson including liaising with staff to collect responsive records, reviewing all materials, preparing responsive communications and leading communications with the Ombudsperson Office through to resolution.
- Provides general policy support to statutory decision makers related to specific program area needs, including managing tracking documents related to such matters as ongoing litigation, insurance reporting, requests from third parties, and action item resolution.

Education and Experience
Bachelor’s Degree majoring in Information Management, Public Administration or a related area. An equivalent combination of education, experience and training may be considered.- Completion of an Information Access and/or Privacy Professional Certificate Program (i.e. CIPP/C, CIPM or other related IAPP certification(s)) is an asset.
- Expertise in federal and provincial privacy laws and regulations (FIPPA, PIPEDA, GDPR, etc.)
- Excellent interpersonal, oral and written communication skills with experience in communicating with senior level staff and external organizations such as the Province Ministries, OIPC, and the public.
- Considerable experience working with privacy management, including direct experience processing FOI requests of varied complexity, completing or advising on Privacy Impact Assessments, providing document reviews and delivering advice related to requirements under FIPPA and other privacy legislation.
- 5+ years’ experience providing policy support to a statutory program area or statutory decision maker.
- Experience with land titles or conveyancing preferred.
- Strong working knowledge of FIPPA.
- Ability to maintain confidentiality and use diplomacy and tact in dealing with confidential matters.
- Ability to manage caseloads with competing priorities and deadlines.
- Self-motivated and driven to deliver exceptional results, both independently and as part of a team.
- Strong written and verbal communication skills.
- Skilled in preparing reports and presenting findings.
- Ability to collaborate with internal and external stakeholders, to think outside the box, and find creative solutions.
